Overtaking under VSC/SC is forbidden (bar the pitlane) unless the car ahead spins, goes off-track or slow to such a low speed that they ghost and overtaking them is forced. If the game is telling you to pass the car ahead/they are not within 10 car lengths, you may only do so if one or more of the above conditions is met, or if they are disconnected. If you gain a position by the driver ahead screen freezing/lagging, or being disconnected and glitched, you may keep it if the game lets you.

You should drive as close to the delta as you can. Deliberately driving more than 3 seconds slower than your delta to hold up drivers behind you (e.g. to help a teammate) is forbidden. Situation-dependent. If it is clear there is no malice in such a situation, a penalty may be bypassed.

Driving excessively slowly under VSC or SC to hold up another driver, including when the delta is not active, may be penalised. Intentionally driving slow while catching the safety car, to hold up the grid, and/or prolong the safety car period is prohibited. Drivers do not need to push flat out and can save their tyres to a reasonable degree.
The 5/10s time penalties that the game gives you for tiny taps under VSC/SC can be removed post-race if you can provide footage of the incident.
Deliberately driving side-by-side with the car ahead during SC and VSC restarts is forbidden, you will be held responsible for any incidents between you and the car ahead.

You should leave a few car lengths to the car ahead during VSC/SC. Contact by you staying too close to the car ahead may result in you being penalized.
AI control is allowed for short periods during VSC/SC periods, drivers are responsible for any incidents resulting from their AI’s actions.
AI use during SC restarts (from when “SC in this lap” message pops up) is not allowed and will be penalized.

Currently, the game does not allow lapped cars to unlap themselves. If you are in control and a lapped car on a SC restart, you must yield to all cars and drop to the back without disrupting the restart for the leaders. Do not overtake ghosted/disconnected lapped cars unless the game instructs you to.

Abrupt speeding up and slowing down from any car upon Safety Car restart is forbidden. The leader must always stay at a reasonable pace. Even if no damage/collisions are caused, the stewards may still issue a penalty if they deem such course of action to be necessary. Drivers should ensure they leave a large gap to the Safety Car ahead so that they do not encounter the in-game throttle limiter which could cause incidents behind.
